HAL component providing access to the PI Hand-Off Block (HOB) list

The HOB list is published in the EFI Configuration Table under the gEfiHobListGuid (EFI_HOB_LIST_GUID) vendor table entry and is only available while the HOB list is still resident in memory (i.e. when running in the EFI environment).
